The competition between regions to attract businesses is still as fierce as ever, the economic crisis showed a reinforcement of this already noticeable tendency in a globalised world. So it is then, that business attractiveness is a key objective for territorial governance. Simultaneously, territories are also at the heart of the sustainable development process. The importance of local territory action is highlighted in 1987 by the brundland report and reaffirmed during the summits at rio (1992) and Johannesburg (2002). Are these key socio-economic points of attractiveness and sustainable development compatible with measuring territories ? Taking into account the possible evolution of the economic model and consumer expectations, can sustainable development itself become a vehicle of attractiveness for businesses searching for social responsibility ? If this is the case, can the concept of development by longterm attractiveness be considered a rational one ?
